Yeah, that's correct as well.
Top solo players usually make several small PS attacks at once. Since the attacks are small, their offensive ally has a good chance to double their offense, and then it's multiplied by 1.5 again after being doubled. The result is an extreme boost (500k jets attacking with the power of 1.5m) and big oil savings. And the attacker can benefit again and again for each brigade. So that's indeed a problem.
But it's also a problem when people have friends that don't honor the solo aspect of the game. A friend can give a tech alliance to someone, in exchange for nothing, and that player gets free tech. That's just like getting aid, on a solo server. A friend can have jets, offensive ally you, and never attack. Even if the PS bonus is changed, that's still free offense. That's why I would just remove these alliances, they're unnecessary and most top players do not use offensive allies in the first place.
