Or am I just not trying hard enough? Once the target's down to 12 civs, every break kills 0 pop. This is messing around on the alpha ffa server.

yes spy kill is impossible, you need to kill last civ/civs with gs or br or chem (and latter would be bit waste of chem).

SRs kill 4% of a country's population. 4% of 12 is .48 which rounds to 0, assuming you want the numbers behind why it stops at 12
