i'm being hit by someone that gains NW, hits, then drops NW, and I can't retal them because of humanitarians

that sorta doesn't seem fair. if someone has hit you within past 72 hours, then humanitarian range should be thrown out the window

What attacks is he doing to you when you are near 12x his NW?

You could always play his game and drop NW, farm him, then gain NW to jump out of his range.

hit, put stuff on sale and then sell at priv just enough to be outside huma's range.

spy ops, bombing buildings

hard to have spal when have no buildings every day and i'm hitting instead of building, i am 16X his NW now though... dont really care about the set at this point, but humanitarians shouldnt block you if that country has hit anyone in your clan in the last 72 hours

that way suiciders can be killed off by the whole clan

if someone is aggressor against your clan, why limit who in the clan can hit back?
