[fixed] pop not at max for restarts

i am having a neg income to start for all restarts in ffa.
my pop isn't maxed out for the land like it should.

there is a screen shot in the announcement thread of this

That's because of your super soldiers. They are expensive.

Having looked at the screenshot, some of it was cut off, but if you haven't played a turn then yeah, there is definitely an error with your starting population.

the country was not being updated before pop was recalculated....
