why is it that you dont need to accept a pact in order to send FA, all you need to do is send an offer and you can FA.

I say either make it so you don't have to have ANY relations with a country to send FA or that you need to have accepted relations to FA someone, not the grey area that it's at right now.(screw you for my run-on and bad wording I'm tired)

If you are talking about FFA you can send FA between your own countries without any relations.
