It's always been that way. When your SO gets some goods, it gets sent to the back of the queue.

It'd be ridiculously stupid for existing ones to get all of the goods until they are filled. It would make stockpiling really messed up.

that's part of our war strategy. It took a while to figure out how to manipulate the DB but we finally did it.
