Who's giving them oil to run their military?

The attacker should pay for the oil needed to use their off allies's military.

I assume that the O-alliance upkeep cost is what pays for the oil. :P

And the turrets for defense? Who pays for that oil? What, turrets, oil? EXACTLY!
