The "Select Player From List:" option on the RELATIONS page was never coded in. I think that it should do the following:

ffa server: display your own countries
clan servers which aren't ffa: display your clanmates
non clan servers: don't show

Anyone have any thoughts?

Non-clan servers I'd say go with your scores page potentially, not really a big deal there.

Also, as an idea, for each individual slot you could have a drop down with your countries/clan mates depending on server, and have it not include those which are already full at that pact type.

Non-clan servers - show countries you already have other alliances with (i.e. suggesting to new players that they are better to ally with people they already know)

If you ever do something similar in Primary, it'd definitely be best to include anyone regardless of if they have open pact slots or not ('cause, y'know, free intel).
