[SUG] Move Tutorial to Global Options

I would like to see the Tutorial option in Preferences moved to the main game options so that I can turn it off once and have that setting saved for each country.

suggested many times before (few times by me) and so far no change.

why does the tutorial bother people. ive never turned it off, dont even notice it anymore

It is useless information to me that I have had to turn off for 17 countries in the past set after set because it is taking up screen real estate that requires extra bandwidth to download the silly picture and text that goes along with it. It also requires me to move my mouse further down the page, or scroll the page down more to use the text boxes as opposed to when its not there.

in ffa its easier thx to control panel but elsewhere its just time wasted to get it disabled and if/when dies its same thing again.
