yeah, commies would still get their bonus they would just reach 100% faster then other gov'ts.

Acres gained per exploring would help curve the need to self farm as well, or maybe a permanent change to acres gained compared to total land is in order to fix that.

Also a bonus to cut the cost of switching gov'ts and enabled a completely free switch about the same time as resource decay hits 100% would be a good bonus. Use that and then spend points on bldg cost while stocking would be cool.

Increase in total possible tech percentage using same formulae for tech percentage, just with a higher cap.

It would make bonus points more valuable and more people would spend time getting them thus increasing your rankings!
