Might a 'Players Panel' to help advise the mods on the more obvious instances of cheating or rule breaking be worthwhile?
I would envisage a locked forum with a few (different each set?) established players invited (for each server) to help advise the mods on the more obvious examples of exploitation.
It might help provide the mods with more eyes to flag things, and help them stay closer to the servers they don't play on (because they are the mods).
It need not even slightly affect their powers (they would retain full mod rights, as they are now) and wouldn't be a forum for personal disputes etc.
... I think similar to the 'Drivers representative' in F1, who advises the stewards on 'racing incidents' because they are closer to the action / mindset of those involved.
In the current primary example this might have proven beneficial (although arguably once the initial fluff happened the damage was already done)
If nothing else it might help deflect some of the personal criticism of the mods, that has started to get a little out of hand (while I admit some of it hasn't been handled very well).
Just an idea for my fellow Earthicans to consider.
