I thought that's what the last six hour rule was meant to do, to keep countries you never hit from suiciding on you at the end. But it actually doesn't, as demonstrated on Express this set. Instead, it blocks GDI countries from making outgoing unprovoked attacks in the last six hours, but doesn't protect them from receiving them. All the other GDI rules are two-way streets: can't fire a missile without being double tapped, can't be hit by a missile without double tapping. But this rule is just a one-way street, so that I almost think this is just a mistake and more of a bug.
