You just have no idea qzjul. Last set, I had a 1200a earthquake (out of 70k acres) 5 days from the end of reest, and that is a production loss of:
1200 x 1.86 x 1.58 x 1.35 * 54*5 * 0.6 = 771k NW.
Add about 10% more to account for Indy Booms = 848k NW
If I were to have rebuilt that 1200a, it would have cost:
Construction Cost: 432m dollars
Cashing cost: 2m less over 11 turns = 22m dollars
Total: 454m dollars = 1.73m NW at $262/NW. It's worth more if I use less $/NW.
And that's just 1 earthquake.
The ridiculousness of it is that for it to have been worth rebuilding the acres, there needs to have been about 10 or more days left in the reset when the earthquake occured (more than 550 Primary turns in this example).
So if an earthquake occured in the last 1/6 of the 60 day reset, it just isn't worth rebuilding, it is better to keep as empty acres.
Earthquakes are unbalanced, and there are resets where the finishing NWs between the rank 2 and rank 9 guy is just 9m NW apart.

Look at this example, just half a year ago. Every rank is about only 1m apart from each other, and earthquakes are ruining the actual competitive finishes.
