Shouldn't weapons tech also affect how much oil each unit uses?

why? if anything then decrease usage since army fights more efficiently.

nope, weapons tech just increases 1 units strength, not decrease its mobility cost.

I figured that, if investing technology on weapons, they should be more efficient at using the resources needed to make these weapons work, in addition to making the weapons more efficient at killing stuff.

weapons tech doesnt make them smarter, it does what the tech says... improves there weapons.

a better argument would be for military strat tech as it improves the stratagy your military is using making it more efficient :P
