This happens when a website that EE uploads spyops to dies. EE will be stuck 30 seconds waiting for the website to respond, and all the stuff people try to do are "too many requests".

yea, i need to make it fail faster; this is on my short list, as it *should* be fairly easy, I just need to figure out what option to set
