after two PS are the military losses the same for all government types other than Dict.? Fash gov send 28k lose 25K

yes.

Base losses of 98% of units used. The amount lost decreases as you increase your number of buildings.

It's a linear decrease right? Maxes at 8% at 300k or so acres IIRC? Do dicts also benefit from this mechanic?

AFAIK its same for dicts but stacks (I assume multiplactively) with -50% Military Attack Losses

ie start out 49% and at 300k built would be 4%
