We changed spy DR to work over the past 24 hours. Previously, spy DR reset at midnight.
We also changed the way groups of normal ops work. The normal ops are spy, spy on alliances, spy on market, and military spy. If a country attempts to perform multiple normal ops at once, spy operations halt after the first success. For example, suppose a country attempts to do to a market spy five times. It fails the first two ops but succeeds on the third. Under the new changes, no further spy ops out of the requested five will be attempted.
