Not sure if this is a bug or a feature but the 5k tech point minimum sale size is apparently checked against the total amount of a specific tech for sale and not the size of the batch you're attempting to place. Id est: I sold using the 'sell all tech' feature without checking the batch sizes and noticed it allowed me to place about 100 points of spy tech because I still had more than five thousand points left on the market.
