In place of the way things are, what if DR only effects the person attacking instead of the person defending? If it is only applied in a person to person manor people will not be able to run their DR up as a form of defence. This also ensures that anyone that is hit will get a chance for a proper retal if they can do so. The only issue i can see with this is it would be easier to destory countries with coordinated effort.
