max(1,land-1500) means the larger number out of (1) and (land-1500). Yes, this means constructions costs are constant until you reach 1501a acres, and you should explore whenever you can to 50% built while under 1500a.
At 100 acres: Old $1800, New $1503
At 500 acres: Old $3000, New $1503
At 1000 acres: Old $4500, New $1503
At 1500 acres: Old $6000, New $1503
At 1600 acres: Old $6300, New $1877
At 1700 acres: Old $6600, New $2282
