When I attack with my jets (and only jets) my allies lose tanks + troops too. Even though *I* don't use them.

In the past your allies would help with their troops and tanks but wouldn't lose units. You'd essentially get free allied help.

If you used tanks or troops your o ally would also lose tanks and troops. In the old system, you could send 100k jets and have your allies send 50k tanks in support, but your allies would not lose any military. Grabbers could double their offensive power essentially for free by allying all-X countries with decent amounts of tanks and troops.

the question should be whether the troops and tanks only counting if you send some of those units is better

since they cost more to grab with than jets

and as far as i knew you didnt get free offence at swirve

as to defence i always calced max double each differant mil category, and used 1/4 of what combined allies had on hand

so i presume now you dont have it set up that way and you just total them then divide by 4 then limit to max 100% bonus
