there's nothing in the rules against tag A declaring war on B and C.

You just can't have Tags B and C declaring war on Tag A.

There's a difference.

Here are the changes:
1) 2+ teams are NOT allowed to work together to kill other teams.(This includes joint killruns and sharing break information)
2) 2+ teams are NOT allowed to declare war on the same team without provocation.

so dissident is correct.
